Dear Mr. Totten:
I am a member of a revolutionary group. We forced the King to sign the Magna Charta in 1215 at the point of a sword in a field near Runnymede. Later we wrote the Declaration of Independence which is still recognized authority in some jurisdictions today. Then we wrote the constitution.
I am informed that recently you swore to uphold the constitution. That is why I am writing.
We the People are the Sovereign described in the Magna Charta, The Declaration of Independence, the U.S. Constitution, and the California Constitution.
I have not waived any of my rights.
Your employees are prosecuting me for driving on a highway. I consider this a conspiracy to violate my constitutional rights. I am putting you on notice. They do it in your name. You have the power to stop this conspiracy.
There has been a trend of stealthy encroachment upon our constitutional rights. In the area of travel, this encroachment is now obvious. Whereas once all people could use the roads, now we must ask permission of the state. This is where I draw a line in the sand.
I have a 35 page brief on the subject. I served it on your office. Please read it and then dismiss your prosecution of me immediately. In the alternative please explain why. I will look for a response from you in the mail within 10 calendar days.
